Add validation to confirm release of GSAS Survey  hold for Fall terms

Project Description: Currently, the GSAS Fall survey hold requires students to upload a “completion certificate” after finishing the survey. This project will transition the hold to a 16-digit confirmation code entry, consistent with the GSAS Spring survey and the HCOL Summer Experience survey holds.
