Add Additional Attribute for KDISSERTW milestone

Project Description: Adding this attribute to the KDISSERTW milestone will allow GSAS administrators to see at a glance that a student has started their Dissertation Completion Fellowship in the Spring, rather than the Fall, which is normally the case.
