Update Non-Resident Application (NORA) tuition option

Project Description: Previously, NORA allowed students to select their tuition when applying for non-residency, but changes in GSAS policy in the last year resulted in a set tuition pattern for students. This project will remove the choose tuition option from NORA as it is no longer functional.
