Enhancements to advising hold workflow, related to registration change

Project Description: Configure advising committee reassignment process for students not enrolled in the current term, but who are planning to register for classes in a future term. The proper advising committee needs to be assigned for a future term so that advising conversations and holds can be lifted in anticipation of the student’s return.
